In Puerto Rico, was formerly used to swim naked in rivers. But any funny could take your clothes and leave you were naked. Means must be careful, know how to do things without having negative results

For me there is another meaning. I don't know if I'll be wrong. "You have to know how to swim and put your clothes away." it means that you have to know how to do something risky but without taking risks. Swim, but when you finish swimming have everything in order. It comes to be a synonym of being prevented.
